End the 9-Euro-Ticket? No, no, no – instead the FDP should go.
The majority of the population and transport associations are clearly in favor of the 9-Euro-Ticket. More and more people want socially responsible and sustainable mobility. Instead of listening to the people, the coalition and especially the FDP have decided to govern only for the rich and for the car lobby. We demand: Public transport must be affordable for everyone, and the 9-Euro-Ticket must be brought back immediately.

Until then, we've created the 9-Euro-Fund
We will continue to pay 9 euros per month. But not to the transport companies, instead we will pay into a fund that will become a solidarity pot for all who join our action.
If thousands of people publicly create the 9-Euro-Ticket themselves in the next few weeks, the situation will become tense for the coalition government, and they will have to think of a solution. You too can join in the campaign!

Our demand: bring back the 9-Euro-Ticket!
1. Expand public transport
Running at shorter intervals, barrier-free, with a doubling of the number of buses and trains by 2030.
2. Decriminalization of riding without a ticket
Riding without a ticket can result in a charge, which in the worst case can lead to a substitute custodial sentence (imprisonment): An absurd state of affairs that almost exclusively is experienced by people affected by poverty. The substitute custodial sentence must therefore be abolished.
3. Hire more staff
100,000 new hires to replace staff leaving the companies, plus an additional 70,000 new positions for expansion and modernization. In addition, fair wages as well as good and healthy working conditions for all employees – bound by collective agreements.
4. Redistribute money
Reduction of diesel and company car privileges (more than 12 billion €/year) in favor of the expansion of public transport. Further dismantling of environment and climate damaging subsidies and redirection of funds to the public transport network, that would be freed up by stopping road construction projects.
Our demand: bring back the 9-Euro-Ticket!

This is how the 9 Euro Fund for everyone works.
From September on, anyone can become a supporter for 9 € per month. If a controller finds you without a valid ticket, the fund pays the increased transport fee for you. You only have to send us the payment request of the respective transport company and we will transfer the money for you.
Attention: Driving without a valid ticket is still a criminal offense – even if the increased transport fee is paid afterwards. Transport companies often do not report the offense after the payment has been made. But you should never rely on this!
The 9-Euro-Fund is a political campaign with the goal that the 9-Euro-Ticket will be reintroduced. Due to our broad support base and donations, we assume that we can pay all increased transportation fees. However, we cannot guarantee that – therefore there is no legal right to payment. If it should happen that the fund is empty, we will inform all supporters by email.
Important: We do not all move through public space in the same way. Black people and people of color are affected by racial profiling, even though it is illegal. BIPoC and people read as poor are often put in dangerous situations during ticket checks and are also significantly more likely to be affected by sanctions – e.g. being reported to the police.

Three ways to get active!
The 9-Euro-Fund is a solidarity pot. In order to allow as many people as possible to continue to travel cheaply, there are three different ways to join in.
You want to get active and don't have a valid ticket?
You give 9 euros per month, become a supporter, and wear our sticker when traveling by bus or train. If you travel without a ticket and are caught, the fund pays the increased transport fee for you. By wearing the sticker openly you could also avoid the accusation of “fraudulent use of services” – but you shouldn’t rely on that.
You want to get active but don't want to miss out on a valid ticket?
You pay 9 euros per month, but have a valid ticket – e.g. through your employer. In this case, we are of course still happy about your support. Wear our sticker to show your solidarity with the action and to make it more difficult for other supporters to get controlled.
Want to support others but not become a supporter of the fund?
If you don’t want to or can’t become a member of the fund, we are of course still happy about your support:
- Print stickers for yourself and others
- Wear the sticker to make it harder for other members to get controlled
- Support us financially

Frequently Asked Questions
We do not encourage people to travel without a ticket, because that would be a punishable offense. But if you find yourself in a situation where you have to pay an increased transport fee, send us the payment request to entgelt@9eurofonds.de and we will settle it for you.
Riding public transport without a valid ticket is always a criminal offense – even if the fare is paid afterwards. Most of the time, the transport companies do not insist that the offense be prosecuted – but you should never rely on this. Inform yourself conscientiously about the possible consequences for you and always consider carefully whether your personal situation allows you to take this risk.
We don’t encourage people to travel without a valid ticket, but if you have traveled by bus, metro or tram in the month in which you’ve given €9 to the fund, we will pay your increased fare. Including multiple times.
Riding without a ticket is a criminal offense. You will then be accused of the so-called „fraudulent use of services“. If you are caught, there is nothing we can do about the legal consequences you may face.
For example, if you’re on probation, your visa is contingent on law-abiding behavior or are in a similar situation, you’re at a much higher risk than others of being prosecuted and/or the consequences for you could be much more severe. It is also possible that transport companies register people who are caught without a ticket in a database – and that people who have traveled frequently without a ticket will eventually be reported to the police. So always be aware of the risk and weigh up for yourself whether you want to take it or not.
There are people who wear a T-shirt, poster or even sticker when riding without a ticket in order to refute the accusation of „fraudulent use of services“. After all, it is difficult to speak of „fraud“ if you are openly and explicitly riding without a ticket. Courts have ruled very differently on this so far, though, and again, you can’t rely on this line of reasoning. There is already case law that says that small stickers are not sufficient to escape this accusation (KG, Beschl. v. 2. 3. 2011 – (4) 1 Ss 32/11 (19/11)). That is why our stickers are quite large, but even that is no guarantee. In addition, you might have to go through a court case in order to argue your point to the end – and there are many people who would not be willing to endure this.
We are a small structure with few people and little resources and therefore we unfortunately cannot offer any further support with legal consequences – neither with finding lawyers, nor with emotional support or paying the actual fine after receiving a penalty order, should one actually come. You are of course free to write to us if you are threatened with further consequences – but we can’t guarantee that we can help.
We finance the fund from donations, so it is important that you think carefully about whether you might be able to pay in a little more than 9 €, and that you tell all your friends and acquaintances about it, because with more people the donations also increase and with that, the probability that the fund will not be immediately emptied. If this happens, we will notify all donors and let them know. If there is money left over at the end, we will donate it to a non-profit organization with a focus on transport change or climate justice.
We cover the fee for journeys within Germany on buses, underground trains, trams and S-Bahn trains, places where the 9-Euro-Ticket could previously also be used. Regional transport (Regio-bahn) from the DB is not covered.
Basically: Yes. The 9-Euro-Fund is a soli pot and the contribution of 9-Euro is a politically chosen amount to demand that the 9-Euro-Ticket is reintroduced. Due to the wide base of supporters and many donations, we are confident that we will be able to pay all increased transportation fees – however, we cannot guarantee this and there is no legal right to it. If the fund is empty, we will ask for further donations and inform all members by mail that we are currently unable to pay.
